Understanding Hamas: New Political Discourse in Theory and Practice

The seminar report examines Hamas’ evolving political discourse, focusing on nationalism, regional dynamics, and its relationship with Fatah.

The seminar report from EuroPal Forum's May 2019 event at P21 Gallery in London explores Hamas' evolving political discourse and its impact on the peace process in the Middle East. The seminar featured insights from Dr. Atef Alshaer, Dr. Daud Abdullah, and Dr. Azzam Tamimi, moderated by Robert Andrews. Dr. Alshaer examined Hamas' 2017 political document, which marked a significant departure from its 1987 founding charter by focusing on Palestinian nationalism, embracing a two-state solution along the 1967 borders, and distancing from the Muslim Brotherhood. Dr. Abdullah discussed Hamas' consistent support for pluralism and democratic elections, while highlighting its fraught relationship with Fatah, exacerbated by historical events like the 2006 elections and subsequent conflicts. Dr. Tamimi explored the impact of shifting international power dynamics, especially after the Arab Spring, on Hamas' strategic position. He explained how Hamas initially benefitted from alliances with Syria and Iran but has since lost key regional allies, including Egypt and Saudi Arabia, leaving the movement increasingly isolated. Together, the discussions emphasised how Hamas' evolving discourse reflects both internal Palestinian politics and broader geopolitical changes.
