Greece Opens Probe After Complaint Against Israeli Minister Over War Crimes

On 21 January 2026, the Hind Rajab Foundation (HRF), together with Greek lawyer Thanasis Kampagiannis and two other legal representatives, filed a formal complaint with judicial authorities in Athens against Israeli Minister Israel Katz. Greek authorities have since opened a preliminary investigation.

The complaint, submitted in connection with Katz’s visit to Greece, alleges potential responsibility under international law (both as an instigator and participant) for conduct said to amount to war crimes, torture, crimes against humanity, and genocide in relation to the ongoing genocide in Gaza.

Yesterday (5 May), Kampagiannis appeared before investigating authorities to give testimony, while HRF submitted additional evidentiary material supporting the complaint.

A central element of the filing concerns incidents involving the Global Sumud Flotilla in October 2025, when humanitarian vessels bound for Gaza were intercepted and participants detained in international waters near Greece. The complaint also references more recent maritime interceptions and the arrest of activists Thiago Ávila and Saif Abu Keshek.

The complainants are calling for a full, independent investigation in line with Greece’s obligations under domestic and international law.
